The Village and Surrounding Area
Mont-Cascades Village is a rural residential development in a recreational area approximately 30 minutes from Ottawa. It is comprised of approximately 200 homes spread across four independent, self-contained, and geographically limited villages (Village I - Alpin, Village II - Nordique, Village III - du Lac, and a very small Village IV - Équestre) connected by designated collector roads (secondary roads) Chamonix est and Chamonix ouest, Planita and part of Oslo (where it connects Planita to Chamonix ouest).
The Village is located in a mixed hardwood/softwood forested area of the Gatineau Hills and includes three private lakes. There is rich variety of vegetation and wildlife in the area. The property owners' association owns approximately 93 acres of land in the Village. This includes a beach on one of the lakes and numerous cross-country ski/hiking trails that are maintained by volunteers from the Association.
Originally developed by Mont-Cascades Development Corporation (Bill Brown et. al), all of Mont-Cascades Village is zoned residential (19H). Lots are a minimum of one acre, and construction is limited to one single-family residence per lot having a minimum area of ft2 (not including the basement). Supplemental rental apartments are not permitted in Mont-Cascades Village.
There is a small tract of land owned by Mont-Cascades Farms (Bill Brown et. al) at the southeast corner of the Village opposite the ski hill (bound by Chamonix est, Sarajevo, and Mont-Cascades Road) that is zoned 51H. The construction of multi-family dwellings comprising four (4) or more units is permitted in this area, subject to the Cantley Municipal Plan d’aménagement d’ensemble (PAE) Bylaw. To date, there has been no development of this land.
To the east of Village III (du Lac) on Holmes Road, there is a 43.246 hectare private property (lot # 2 618 390) zoned forestier (18F). There is a gated bush road into this property from a vacant lot on rue de Jasper. There has been no development of this land. It is separated from Mont-Cascades Village be a strip of land approximately six (6) meters wide owned by Mont-Cascades Farms. The narrow strip of land separating Village III from this property begins at the northeast corner of Village III and extends south along the eastern side of Village III. It includes the western side of Mohr Lake, then turns west and continues along the southern side of Village III. Finally, it turns south and runs parallel to Chamonix est behind the fire station until it meets Mont-Cascades Road. There is an entrance to this narrow strip of land from rue de Mont-Royal.
JMJ logging company owns the property (lot # 2 621 634 and lot # 2621 634) to the east of Chamonix est and to the south of Village III. Zoned récro-touristique (20R), this land is separated from Mont-Cascades Village by the narrow strip of land owned by Fermes Mont-Cascades described above.
Fermes Mont-Cascades owns the land surrounding Mont-Cascades Lake between Chamonix ouest and rue de Vachon. There is one entrance to this property (zoned 19H, residential) from rue de Banff and another entrance from rue d’Oslo, in addition to the areas bordering Mont-Cascades Road.
Fermes Mont-Cascades also owns the land bordering the northwest side of Mont-Cascades Village. It is zoned récro-touristique (20R).
Fermes Mont-Cascades recently sold a 48.317 hectare parcel of land (lot # 3 432 864) to a private individual. This lot, located to the north of Chamonix ouest, is not part of Mont-Cascades Village. A private access road has been built from Chamonix ouest to the residence that has been built there. The lot, zoned récro-touristique (20R), borders the northwest side of Trout Lake and includes a restrictive covenant forbidding motor boats.
Les Entreprises Perdrix owns a large property, comprising 168.091 hectares (1 680 909.100 m2) adjacent to the Village, that may soon be developed. It is located on Townline Road (lot # 2 618 351) and was purchased from Fermes Mont-Cascades Ltée in parcels 1998 and 1999. The deeds of sale for this land include the following Restrictive Covenant: “In order to protect the ecology and marine life of Pike Lake and Trout Lake, no motor operated boat or similar water-born conveyance shall be operated or permitted on said Lakes,” enforced by the establishment of a real servitude. The zoning was changed from 18F (forestier) to 20R (récro-touristique) in 1999.
The Perdrix property extends southward from Townline Road and connects to rue de Mont-Royal in Village III through a very narrow strip of wet land to the east of Pike Lake between lot # 2 618 319 and lot # 2 618 327. To the west, it borders on the MCPOA common lands between Trout Lake and Pike Lake. North of Trout Lake, and still to the west, it borders on the private 48.317 hectare parcel of land (lot # 3 432 864) described previously. To the east (moving from north to south), it borders on a small 18.226 hectare development entered from Townline Road (zoned 20R, récro-touristique), a 45.397 hectare property (lot # 2 618 392, zoned 18F, forestier) owned by Les Entreprises Jacques Brisebois, and the 43.246 hectare property (lot # 2 618 390, zoned 18F, forestier) on Holmes Road described previously.
There is a network of old “bush roads” on this 168.091 hectare (1 680 909.100 m2) property, hailing from the days when it was exploited for its mica mines and, later, logging. The main “bush road” begins at the entrance to the property on Townline Road and runs east of and parallel to Trout Lake and Pike Lake from north to south toward Village III.
